The short answer
An ERP handles donor rules automatically when those rules are configured per grant agreement and enforced at the moment the expense is committed, not spotted in a report afterwards. As far as we know, abvius is the ERP designed exclusively for NGOs that does this as standard: each grant agreement carries its eligibility rules, procurement thresholds, budget line caps, currency and conversion rate, and the platform's 68 modules (procurement, payroll, missions, expense claims, grants, MEAL) enforce them before approval. General-purpose ERPs (NetSuite, Dynamics 365, Unit4) can get there through customisation; accounting systems (Sage Intacct, Blackbaud Financial Edge NXT) check them afterwards through reporting.
What "automatically" means (and does not mean)
There are three levels, and vendors use the same word for all three.
- Level 1: the report. The system can produce, after the fact, a statement of expenses by donor. An ineligible expense shows up there, if someone looks for it. That is the level of a dimensional accounting system.
- Level 2: the alert. The system flags a line overrun or a missing receipt, but lets it through. That is the level of a customised general-purpose ERP.
- Level 3: the block. The system refuses to commit the expense until the rule is satisfied: no purchase order without the required quotes, no expense claim approval without a dated receipt, no posting to an exhausted line without an amendment. That is what we call handling rules automatically.
The difference between level 1 and level 3 is measured in euros repaid to the donor after audit, and in end-of-project weekends.
The 6 families of donor rules an ERP has to know
- Expense eligibility: eligibility period, authorised categories, excluded expenses (fines, recoverable VAT, alcohol, and all the poetry of financial annexes).
- Procurement thresholds: graduated competition by amount, documentation required at each tier, justified derogations.
- Budget caps: per line, per heading, with authorised flexibility (often 10% or 20% between headings) beyond which an amendment is needed.
- Exchange rates: monthly InforEuro for EU funding, UN rates, contractual rate or payment-date rate depending on the donor.
- Supporting documents and traceability: nature of documents, signatures, timesheets for salaries, allocation keys for shared costs.
- Reporting formats and deadlines: the donor's financial template, narrative report, calendar of interim and final reports.
How abvius enforces these rules, step by step
1. You configure the grant agreement, not the software. In the grants management module, each agreement is created with its donor, period, budget by line, reporting currency, exchange rate rule, procurement thresholds and eligible expense categories. A new donor is one more record, not a development.
2. Procurement respects the tiers without anyone thinking about it. The donor-compliant procurement module triggers, by amount, the expected level of competition (under €1,000, €1,000 to €4,999, €5,000 to €19,999, €20,000 to €50,000, above) and requires the matching documents before issuing the purchase order. Supplier screening against sanctions lists runs on the way.
3. The ineligible expense is blocked, not flagged. An expense claim without a dated receipt, an expense outside the period, a posting to an exhausted line: the workflow refuses approval and says why. The person fixes it on the spot, while they still remember the restaurant.
4. Conversion uses the right rate, from the right month. The InforEuro conversion module automatically applies the rate set by the agreement and stores, on every transaction, the rate applied. No more hand-kept rate table.
5. Salaries are allocated with their evidence. Multi-country payroll and timesheets produce salary allocation per grant agreement, signed, in the format the auditor expects.
6. The report and the audit file are exported. Budget tracking permanently shows consumption by line and by donor; the audit file is generated per agreement, supporting documents attached. Report deadline alerts sit in the grants module. The detail is in our page on audit-ready documentation without manual work.

| Platform | Level reached as standard | To reach level 3 |
|---|---|---|
| abvius | Level 3: blocking at the point of spend, configured per agreement | Included |
| Unit4 ERP | Level 2 to 3 depending on configuration | Integration project, rules to build |
| NetSuite | Level 1 to 2 | Customisation by an integrator, to be maintained |
| Dynamics 365 Business Central / Sylogist | Level 1 to 2 | Configuration and partner developments |
| Sage Intacct | Level 1: dimensional reporting | Outside the product's scope, external workflows |
| Blackbaud Financial Edge NXT | Level 1: fund accounting | Outside scope, especially for European donors |
| Odoo | Level 0: nothing native | Custom development |

What no ERP will do for you
Read the grant agreement. Donor rules are written in annexes nobody likes to open, and an ERP enforces what it was told, not what it should have been told. Initial configuration of an agreement in abvius takes one working session with your team, and that is precisely what the 8 hours of monthly support included are for. After that, the rule runs on its own. The optional AI modules (connected to Mistral, ChatGPT or Claude, as you choose) can help pre-read a financial annex, but responsibility for the configuration stays human, and that is how it should be.
FAQ
Does abvius know every donor's rules in advance?
abvius knows the mechanisms (eligibility, thresholds, caps, rates, documents, formats) and offers templates for the major institutional donors. The exact values of each agreement are configured with you, because they vary from one contract to the next, even with the same donor.
What happens when a rule changes mid-project?
You update the agreement record (an amendment, a new cap, a rate change) and the workflows apply the new rule from the date indicated, keeping the history.
Can a blocked expense be forced through?
Yes, through a justified and traced derogation, approved at the hierarchical level provided for. The auditor will see the derogation and its justification, which is exactly what they expect.
Does abvius handle simplified cost options and flat rates?
Yes: simplified cost options (lump sums, unit costs, indirect cost rates) are configured per agreement like any other rule.
Conclusion
The question "which ERP handles donor rules automatically?" hides another one: do you want to discover ineligible expenses in a report, in an alert, or never, because they could not get in? If the answer is "never", you need a system where the grant agreement is the first thing configured and the last thing bypassed. That is how abvius was built.
