Ondato for NGOs | A Compliance OS built for fintech, not for grants | Abvius

On paper, Ondato ticks many boxes: UN, EU and OFAC lists refreshed every three hours, over 16 million PEP profiles, screening results stored for audits, a no-code interface plus an API. The Lithuanian vendor has established itself as a KYC/KYB "Compliance OS" for finance.

But does a compliance OS designed for onboarding banking customers answer an ECHO auditor examining project expenses? This article takes stock.

1. What is Ondato?

Ondato is a compliance platform covering the full KYC/KYB cycle: identity verification (including biometrics), business verification, sanctions and PEP screening, adverse media monitoring and ongoing monitoring. Screening relies on the major international lists (UN, EU, OFAC) consolidated and updated every three hours, with matching algorithms aimed at reducing false positives. It runs as turnkey SaaS or via API, and the vendor recently launched AML Ranger, an AI assistant for real-time screening. Typical customers: fintechs, insurers, platforms, crypto.

2. What Ondato does well

Consolidation and freshness. Major lists refreshed every three hours and a very large PEP base: the raw material is serious.

Result retention. Screening results are stored and accessible for audits and regulatory reporting — a genuine focus of the vendor.

Ease of access. A plug-and-play interface with no integration to start, batch screening, an API to go further: the entry step is low.

3. The limits for an NGO

A banking lens. Ondato thinks in "customers to onboard", "transactions to monitor", "customer lifecycle". An NGO thinks in field suppliers, implementing partners, grants and eligible costs. Vocabulary is not a detail: it shapes workflows, statuses and reports.

Results stored… in Ondato. The evidence exists in the Ondato platform. But the donor auditor asks for evidence in the project file: next to the supplier contract, the invoice, the payment order. Assembly remains manual.

No financial lock. Without specific development, an unresolved hit in Ondato stops neither a purchase order nor a disbursement in your financial system.

5. The Abvius approach

Abvius takes the opposite route to a generalist Compliance OS: start from the business — managing donor-funded projects — and embed screening as a cross-cutting service. A third party created in Goma or Bamako: immediate screening against the enabled lists. A hit: disposition workflow, third party blocking all financial flows. Resolution: a compliant, time-stamped certificate automatically filed in the project's audit folder and included in donor reporting. A list update: automatic rescreening of the whole master. Field teams change nothing in their habits; compliance builds itself.

6. Mini FAQ

Is Ondato suitable if my NGO runs cash transfers?

Ondato's identity verification may look relevant for beneficiary registration, but beware: systematic screening of final beneficiaries is not a general legal obligation in France (Conseil d'État decision, February 2023) and remains an ethical red line for many humanitarian actors. Check your actual contractual obligations first.

Is three-hour freshness necessary?

For a bank processing real-time payments, yes. For an NGO, good practice is screening at key moments (creation, commitment, payment) and rescreening on every list update — which Abvius does automatically.

Can we use Ondato for KYC and Abvius for the rest?

Possible if a specific use case requires regulated identity verification. For third-party screening and project audit evidence, Abvius covers the need without an additional tool.

Summary

Ondato is a solid Compliance OS — for the financial world it grew up in. NGO compliance plays out elsewhere: in the chain linking third party, screening, expenditure and evidence filed in the project's audit folder. That chain is what Abvius industrialises.
