Complaint and Feedback Mechanism (CFM): The Practical Guide for NGOs

Receiving and handling feedback from affected populations is no longer an optional good practice: it is a CHS commitment, a growing donor requirement, and a pillar of accountability to affected populations. Yet in the field, many CFMs still amount to a suggestion box and a spreadsheet.

The components of a CFM that works


  1. Accessible channels: at least one channel requiring neither smartphone nor literacy (committee, phone line), plus a public digital channel for those who have access.
  2. Clear categorisation: information requests, programmatic complaints, positive feedback — and above all sensitive reports (safeguarding, PSEAH, fraud), which must follow a dedicated, confidential route connected to your whistleblowing channel.
  3. Traceable handling: acknowledgement, owner, deadline, actions taken, closure — every step documented.
  4. A feedback loop: respond to the complainant, and use trends to improve the programme.
  5. Evidence for audit: donors no longer ask "do you have a CFM?" but "show me its register and your response times".

The spreadsheet trap


A CFM run on Excel accumulates every risk: confidentiality impossible to guarantee (who has the file?), erasable history, no timestamp evidence, personal data outside any GDPR framework. For a process whose entire value is traceability, that is disqualifying.
