Logical Framework for NGOs: Build and Track Your Logframe

The logical framework — or logframe — remains the most requested document after the budget itself. It is your project's backbone: it links what you do (activities), what you deliver (outputs), what you change (outcomes) and the intended impact, with indicators, means of verification and assumptions at every level.

Why so many logframes die after signature


In most NGOs, the logframe is built in Word or Excel at proposal stage, approved by the donor… then filed away. Monitoring happens elsewhere: an indicator spreadsheet here, a dashboard there, a budget living its own life in accounting. Three years later, at audit or final evaluation, the activities → results → expenditure chain has to be rebuilt by hand — exactly the scenario described in our article on the 5 major risks of Excel-based management.

The 5 rules of a living logframe


  1. An explicit results chain. Every activity must be linked to at least one output, every output to an outcome. If an activity serves no result, it does not belong in the project — and a good tool should make that link mandatory.
  2. Indicators defined from day one: title, source, means of verification, baseline and target. Our guide to indicator tracking covers the method.
  3. Assumptions that are monitored, not decorative. Assumptions and enabling conditions should be reviewed periodically during implementation, with an owner and a history.
  4. Versioning. A donor amendment changes the framework? The previous version must remain available, comparable with the new one, with the justification — the same reflex as for a budget amendment.
  5. Multiple frameworks when needed. On a co-funded project, each donor may require its own matrix. Activities stay unique; only the results presentation changes.
